With the introduction of new technologies, changing habits and improving living conditions, it has been observed that physical capital alone is insufficient to explain economic growth. Although the studies carried out in the 1930s enabled the expansion of physical capital to include human capital, the importance of the impact of human capital on economic growth was realized thanks to the information society that emerged after the Second World War. In the 1960’s, the importance of the "human" factor was understood with the neo-liberal growth models was started to be considered as a key role in growth. Thus, "Intrinsic Growth Theories" were put forward and the human factor considered as an exogenous variable in growth was considered as an intrinsic variable. This situation, while demonstrating that human capital undeniably affects economic growth, has led to an increase in both national and international studies and the development of human-oriented policies. The purpose of this study to investigate relationship between economic growth and education expenditures which is one of the most important indicators of human capital in Turkey. The study covers the years 1999-2019 and while gross domestic product is used as an indicator of economic growth, education expenditures are divided into two as expenditures of the Ministry of National Education and university expenditures. The existence of the long-term relationship was examined with the Gregory-Hansen cointegration test, which takes structural breaks into account, and the FMOLS coefficient estimator was used to obtain long-term coefficient estimates. Empirical results revealed that there is a statistically significant relationship between education expenditures and economic growth in the long run. When an increase 1% in the expenditures of the Ministry of National Education leads to an increase of 1.32% in economic growth, it has been observed that a 1% increase in university expenditures increased the economic growth 1.80%.
