Tanzimat döneminden itibaren Osmanlı Devleti bürokrasisinde görev yapan memur sayısında önemli bir artış yaşanmıştır. Memurların denetimini sağlamak adına II. Abdülhamid döneminde 1879 yılında Sicill-i Ahvâl Komisyonu kurulmuştur. Sicill-i Ahvâl Komisyonu'nun temel amacı; Osmanlı Devleti'nin resmî kurumlarında görev yapmakta olan memurların kayıtlarını tutmaktır. Komisyon tarafından tutulan defterlerde memurların adları, baba adları, doğum yerleri, eğitim gördükleri okullar, bildikleri diller, çalıştıkları kurumlar, aldıkları maaşlar, görev yerlerindeki değişiklikler, almış oldukları terfi, ödül ve ceza gibi bilgilere yer verilmiştir. 201 defterden oluşan ve Türkiye Cumhuriyeti Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivinde yer alan Sicill-i Ahvâl Komisyonu kayıtları Osmanlı Devleti'nin son yüzyılı hakkında önemli bilgiler sunmaktadır. 51.652 memurun biyografi kayıtlarının tutulduğu Sicill-i Ahvâl Defterleri'nde Gümülcine doğumlu 69 memurun sicil kaydına ulaşılmış ve transkripsiyonu yapılmıştır. Ulaşılan kayıtlarda Gümülcine doğumlu memurların eğitim ve ekonomik durumları, Osmanlı bürokrasisindeki konumu hakkındaki bilgiler belgeler ışığında aktarılmaya çalışılmıştır.

In order to ensure the supervision of civil servants, the Sicill-i Ahval Commission was established in 1879 during the reign of Abdulhamid II. The main purpose of the Sicill-i Ahval Commission was to keep the records of the civil servants working in the official institutions of the Ottoman Empire. The books kept by the Commission included information such as the names of the civil servants, their fathers' names, places of birth, the schools they attended, the languages they knew, the institutions they worked in, the salaries they received, changes in their places of duty, the promotions they received, awards and punishments. The records of the Sicill-i Ahval Commission, consisting of 201 books and located in the Ottoman Archives of the Presidency of the State Archives of the Republic of Turkey, provide important information about the last century of the Ottoman Empire. In the Sicill-i Ahvâl Defters, where the biographical records of 51,652 civil servants are kept, the registry records of 69 civil servants born in Komotini were accessed and transcribed. The registry records that were accessed, information about the educational and economic situations of the civil servants born in Komotini and their position in the Ottoman bureaucracy was tried to be conveyed in the light of the documents.
