İklim değişikliğinin etkilerine karşı sünger şehirler: Batman örneği

Küresel ısınma ve iklim değişikliği 20. yüzyılın sonları gündeme gelen 21. yüzyılınsa henüz başında en önemli sorunlarında biri olmuştur. İklim değişikliği tetikleyen doğal sorunların yanında bir diğer faktör insanın yaptığı faaliyetlerdir. İnsan faaliyetleri içerisinde ise şüphesiz küresel ısınmaya etki edecek en önemli faktörlerden birisi de çarpık ve yanlış kentleşmedir. Bu durum şehirlerde birçok afeti karşımıza çıkarmaktadır. Çalışma sahasında petrol arama faaliyetlerinin sıklaşması ve buna bağlı olarak gelişen sanayileşme süreci şehrin hızla göç almasına neden olmuştur. Birinci sınıf alüvyal topraklar ve birikinti konisi üzerinde kurulan şehir 1940'lı yıllarda köy yerleşmesi iken, günümüzde yaklaşık 500.000 nüfusu ile büyükşehir olma yolunda ilerlemektedir. Bu durum şehrin yanlış yerde konumlanmasıyla adeta afetlere davetiye çıkarmaktadır. En son 2023 Kasım ayında 4 kişinin hayatını kaybetmesiyle sonuçlanan ve maddi kayıpların oluştuğu sel ve taşkın olayı meydana gelmiştir. Sahanın litolojik yapısı ve jeomorfolojik özelliklerinin de etkisiyle sağanak yağış sonrası sel ve taşkın olaylarının yaşanması muhtemeldir. Sel ve taşkınların önüne geçmek için Çin'de sünger şehir konsepti ortaya atılmış ve birçok ülkede bu konuda çalışmalar yapılmaktadır. Bu çalışmada Batman şehir merkezinde de sel ve taşkın olaylarının önüne geçmek için yağışlarla yeyüzüne düşen suyun yavaşlatılması, yeraltına sızdırması ve yeniden kullanımıyla ilgili planlama yapılmıştır. Çalışma sahasında Çamlıtepe Mahallesi, Yaşar Kemal Ormanı ve çevresi pilot alan olarak belirlenmiştir.

One of the most important factors that will undoubtedly affect warming among human activities is unplanned and wrong urbanization. This situation brings many disasters in cities. The intensification of oil exploration activities in the study area and the industrialization that developed accordingly caused the city to receive rapid migration. The city, which was established on first class alluvial soils and a cone of accumulation, was a village in the 1940s, but today it is on its way to becoming a metropolitan city with a population of over five hundred thousand. This situation almost invites disasters with the wrong location of the city. Most recently, a flood occurred in November 2023, resulting in the death of 4 people and material losses. Due to the lithological structure and geomorphological characteristics of the area, floods and floods are likely to occur in the future with torrential rains. In order to prevent floods and floods, the new sponge city concept has been put forward in the world and studies are carried out in many countries. In this study, in order to prevent flooding and flooding events in Batman city center, the planning of slowing down the water with downpours and artificially infiltrating it underground was made. Çamlıtepe neighborhood, Yaşar Kemal forest and its surroundings were determined as pilot areas.
